The real reason why gunner "feels weak". it's your skill issue for making dps builds in short. With engi,driller and scout, even if you pick upgrades and overclocks that don't match and you cannot deal a lot of dps as a consequence, you can still fill a support role to speed up the mission, but gunner is all about the dakka.
